Definitely Dawn Dish soap. Make sure you get the blue one that is marked original formula. It may take more than one washing. Very traumatic for a wild bird. Your best bet is is a wild life rehabber. Ask your local vet if you don't know one. They usually have a list of them.

What you should do immediately is take it to a vet that can properly remove the oil. It is extremely dangerous to the bird. Oil is very caustic to the skin.
